The REGISTRAR OF NEWSPAPERS FOR INDIA, is better known as RNI, is a legal entity of the Indian government for Newspapers of India. It was founded on July 1, 1956, on the recommendation of the first press commission in 1953 and by amendment of the 1867 law on the press and book registration.
The Office of the Chancellor of India is based in New Delhi and has three regional offices in Kolkata, Mumbai, and Chennai. The RNI regulates and controls the printing and publication of newspapers in accordance with the Press and Book Registration Act of 1867 and the (central) newspaper registration rules of 1956.
The registrar is called the press chancellor, and SM Khan, a senior IIS official since 1982, is the current press chancellor and head of the department.
The Press and Books  Registry Law Contains the functions and functions of the RNI. Due to certain other tasks that have been assigned to RNI all these years, the office performs legal functions and certain non-legal functions.

The process when starting a newspaper or magazine


a)      Prepare the title revision request form
b)      Request a review of the MD title at the Office of the Registrar of Newspapers for India (RNI) in Delhi to inquire about the name availability. The Delhi RNI office will take approximately three months to approve the requested title/name
c)       Once the title/name has been approved by the RNI, request an explanation (the date can be set at any time between one and four months from the date of the request).
d)      Printer, publisher, and publisher must appear to be sworn in
e)      After the declaration, the magazine can be published and copies of the magazines must be sent for final approval to the RNI regional office, so that the RNI office can assess if the magazine meets the criteria established in the declaration.
f)       Once the RNI office is satisfied, an RNI CERTIFICATE will be issued.

Checklist for certifying journal/magazine entry statement

¨  Copies of form B
¨  Photo and 3 GOS signatures.
¨  Copy of the GOS certified print statement.
¨  Copy of the RNI certificate certified by GOS.
¨  Sworn declaration of the notary (according to the model).
¨  Copy of the decision in case the owner is a company/business.
¨  Proof of income certified by GOS.
¨  Proof of GOS certified residency.
¨  Copy of editor/printer nomination letter if owner is not editor/printer
¨  Ten photos of the applicant
¨  Proof of identity and address of the applicant.
¨  Proof of identity and printer address
¨  Publisher ID and proof of address
¨  Details of the proposed financial investment in the newspaper/magazine.
¨  Frequency of publication
¨  Requires ten registration names
¨  Language of publication
